Jeffrey is a minor recurring character in the Pokémon anime. He is from Mocha Town. Jeffrey debuted in Gymbaliar!. He challenged Jessie at Team Rocket's fake Gym. His Marowak easily defeated Jessie's Dustox. After his victory, he was given a Badge. Jeffrey then ran off, bragging about his fake Badge and believing it was real. He did not appear again during the remainder of the episode, even after Team Rocket's scheme was exposed. Jeffrey reappeared in An Old Family Blend!, where he was seen registering for the Lily of the Valley Conference with his Luxray. However, he was not shown during the match-up process, indicating that he did not make it through, presumably because one of his Badges was fake. (Source: Bulbapedia)
